Jacob Paul Tapper was born on March 12, 1969 in New York City and raised in Queen Village, Philadelphia, is the son of Theodore S. “Ted” and Helen Anne Tapper.
His mother, originally from Canada, retired as a psychiatric nurse at the Philadelphia Veterans Affairs Medical Center, while his father, a Dartmouth and Harvard Medical School graduate, served as the president of South Philadelphia Pediatrics.
