Dean Phillips was born in 1969 in Saint Paul, Minnesota, to parents DeeDee (Cohen) and Artie Pfefer. Tragically, Artie, his dad died in the Vietnam War when Dean was just six months old.
DeeDee got married to Eddie Phillips in 1972. Eddie is the son of advice columnist Pauline Phillips and the heir to the Phillips Distilling Company. Eddie adopted Dean as a result of this union, and Dean subsequently adopted the Phillips surname.
The family moved from Saint Paul to Edina in the early 1970s, where Dean attended The Blake School. Dean Phillips is a member of the Sigma Chi fraternity and graduated from Brown University in 1991.

Career
Prior to joining his family’s business at the corporate level, he worked for the bicycle equipment and apparel company InMotion for two years after receiving his degree.
He finished his Master of Business Administration at the Carlson School of Management at the University of Minnesota in 2000. He became president and CEO of Phillips Distilling Company after post-graduation, a post he held from 2000 to 2012.
Following his time at the Phillips Distilling Company, Dean Phillips took on the responsibility of managing Talenti Gelato, one of his other business endeavors, until Unilever purchased it in 2014 for an unknown sum.
He has been the creator and owner of Penny’s Coffee since 2016. As of 2022, the network of coffee shops will have two locations in the Twin Cities metropolitan area.

U.S. House of Representatives
In 2018, Dean Phillips sought election to the United States House of Representatives in Minnesota’s 3rd congressional district as a Democrat. During the Democratic primary, he secured victory over former sales associate Cole Young with an overwhelming 81.6% of the vote, winning across all three counties in the district.
In the subsequent general election, Phillips triumphed over the incumbent Republican Erik Paulsen with 55.6% of the vote.] His inauguration in 2019 marked him as the first Democrat to represent the district since 1961.
In 2020, Phillips ran for reelection, defeating Cole Young in the Democratic primary with an impressive 90.7% of the vote. He faced off against the Republican nominee, businessman Kendall Qualls, and secured victory with 55.6% of the vote.
Phillips faced no opposition in the Democratic primary for the 2022 elections. In the general election, he defeated the Republican nominee, retired U.S. Navy submarine officer Tom Weiler, with 60% of the vote.
Phillips aligned with President Joe Biden’s stated public policy positions 100% of the time, positioning him as more liberal than the average member of the 117th Congress. During the initial phase of his first term in 2019, the McCourt School of Public Policy at Georgetown University ranked him 27th out of 435 members in terms of bipartisanship.
On December 20, 2023, Phillips became a co-sponsor of the Medicare for All Act. This marked a shift from his earlier stance on healthcare, citing various factors, including personal experiences and the challenges of representing a district with diverse healthcare needs.
In July 2023, Phillips expressed consideration of challenging President Joe Biden in the 2024 Democratic presidential primaries. By October 2023, he announced stepping down as co-chair of the House Democratic Policy and Communications Committee due to incongruence in views on the 2024 presidential race.
On October 27, in Concord, New Hampshire, Phillips officially declared his candidacy for the presidency after filing paperwork with the Federal Election Commission the previous day. Phillips has contested decisions by several state Democratic parties to exclude him from their primary ballots.
